Innovation Policy Workshop

In a joint program, the Israel Democracy Institute and the Israel Innovation Institute are establishing a cross-sectoral workshop for the macro-development of the "National Innovation System" with outputs to be presented annually at the Caesarea Economic Policy Planning Forum. The goals of this project include the following:

 

1. Position the National Innovation System as an engine of socioeconomic development.

2. Build up of cross-sectoral platform for ongoing macro-development of this growth engine.

3. Building road maps and follow-up plans for the implementation of decisions and actions.

Established in 1993, the Caesarea Economic Policy Planning Forum is widely recognized as Israel’s most influential economic conference. An annual forum that brings together the Prime Minister, prominent business persons, public servants, economists, academics, and other senior representatives from the public and private sectors, the Caesarea Forum convenes intensive discussions on the primary challenges facing Israel's economy.

 

Beginning in 2013, the Institute is responsible for one-quarter of the Forum’s sessions, including the introduction of a national platform for strategic debate to boost cross-sectoral collaboration with the objective of enhancing the effectiveness of the STI policy-making process. The goals of this project include the following:

 

  1. Position the National Innovation System as an engine of socioeconomic development.

  2. Buildup cross sectoral platform for ongoing macro-development of this growth engine.

  3. Building road maps and follow-up plans for the implementation of decisions and actions.

 

Project deliverables include the following:

 

  •  Public debate about the contribution of Israel's innovation system to socio-economic development.

  •  Characterization of the sources of competitive advantage for Israel's innovation system; past, present and future.

  •  Characterization of major, future challenges and framework for activities, 2014 and beyond.

  •  Formulating strategic framework for Israel's innovation system - which includes vision, national goals and operational objectives.

  •  Global Competitiveness Report, designed to describe Israel’s socio-economic achievements and locate them in the context of world economic trends. The report will establish an analytical framework to accomplish the following:

 

  1. Monitor the National STI System and describe its performance compared with other countries;

  2. Help to build a broad coalition of economic actors and make informed decisions about necessary supportive measures;

  3. Follow-up on the implementation of decisions and measures.
